It would be totally unreasonable to expect prior payment yet provide no onsite means of payment or no layby for you to stop and ring etc.
It's like the M50 toll in Dublin.
Except with it you have no way of checking when or how many times you went through the toll. They just expect you to pay regardless. And 24hr is a ridiculous amount of time.
And as others have said, it means foreign registered vehicles will get away without paying a penny ( as many UK motorists do with the M50 toll... )
