Since when do any cost savings in motoring get passed onto the motorist? rarely if ever.

Id imagine they are clever enough to have a front and rear ANPR camera to catch out those who try to tailgate etc. Plus most ANPR systems these days can read at a fine angle from a high up pole anyway so youd have to be literally inches from the car infront.
