Default Buckled alloy, could tyre fitter have done it

I had a tyre fitted onto my 16 inch azev a alloy a couple weeks ago, the lad didn't have a clue how to take old tyre off. He was clamping the alloy down with the machine then getting a bar and leavering the tyre off. After I walked over closer as i was fettibg worried for the alloy he called his mate over who then took the tyre off quite easily. They fitted a nearly new part worn tyre and then tried to balance it. After 4 or 5 attempts they gave me the alloy and said because of the lug where the centre cap screws they couldn't balance it.

So this week I take it to another tyre place for balancing and they tell me it's fucked because its buckled so Much. He said it wants 220g one side and 100 grams other to balance it.

I don't know if it was already buckled before I bought the car but I have only driven 100 miles in it since I've owned it
