A tyre blowing out is nearly always down to incorrect inflation, hammering it over those speed humps in the middle of the road, sidewall damage from being unable to park next to kerbs properly etc, very rare is it due to the fact it's a budget tyre.
As much as I don't want to let the Nankang off you are absolutely correct. I am yet to see a tyre failure that's not actually down to the driver.
