Unless by coinidence it's suffered a mechanical failure at the same time it just sounds like they don't know what they are doing!

When I did mine I filled the filter to the brim with diesel and it fired straight up. They need to do this, then if it still won't start, crack off the injector unions one by one to bleed any air through the fuel lines and it should go.
