They have not pre filled or pulled through fuel with new filter insitu. If they keep trying to start it 'dry' then they will knacker the pump. The starters on TDCI's don't take much of a hammering either.
Get the filter full of fuel and it should fire almost immediately.
As above. If they haven't tried this (or done it as standard practice!) i'd be concerned about them too! :S
