The deterrent for theft isn't strong enough and when they eventually do get caught out 9/10 get away with a slap on the wrist!

All crimes in this country no matter how petty NEED tough punishment or rather enforcement of harsher penalties as the law generally has lengthy maximum penalties/fines, just never imposed!
