Most of these criminals know the cops cant really touch them and in the unlikely event of being caught, they will have broken and sold on bits from hundreds of cars making them 10's of thousands of tax free money all while they still claim benefits

You bet your bottom dollar that the proper scum bags wouldnt serve 6 months and of course would have all thier previous car crimes "taken into consideration" and get concurrent sentancing meaning in effect they have wiped the slate clean ready to start again when they get out in 6 months.
