That's pretty cheap,I'm basing £200 as an all in with vat etc price.i think 1-2 hrs would perhaps be a bit optimistic what with masking/removing trims etc,but as you said only sanding needed really to get rid of stonechips,perhaps a bit of red stop to remove any final imperfections but a very straightforward job.

£15-20's worth of materials what with discs,masking tape,sheeting,stopper etc,perhaps a bit of compound of there's any runs.

Bumper on/off would be an hours labour so I reckon I'm close with £200.

Can't see why he would re-prime the whole bumper?
