i think legally they have to have them
i expect its to make it easier to nick people for smoking in co vehicles
if you get pulled and you have a sticker you are banged to rights, if you have no sticker you are equally caught red handed

i personally hate smoking thus i say ban it totally and 6 months inside for smoking near children
