His job is to save lifes by sending tickets out to people who were going faster, if anything Benni was slowing people down voluntarily, negating the need for the officer who could be saving lives somewhere else now Benni had that stretch covered, it would be obstruction if he was jumping around infront of the copper so he couldnt get plates or readings.

I use the term saving lives lightly, with emphasis on the revenue part of what they do.
