I think the OP's mate has insurance, the vehicle was not seized for no insurance. It was recovered as it was a stolen vehicle. Once found, generally a stolen car gets recovered for forensics. The costs of this recovery and subsequent storage are then payable to the recovery operator. Most folks just leave the payments down to their insurance company to sort. However, in this case the owner does not want the insurance company involved, so has to pay the costs himself. At least, that's my interpretation of the post.
spot on, he didnt want to claim because his insurance was expensive enough but as it turns out he carnt claim any way as he was only 3rd party,
as for the v5 he has spoken to the garage who he got it from and he has sent it off and the dvla have said they have got it but he just hasnt got it back yet.
he has told his insurance, there is nothing they can do as he was only 3rd party.
as for the £100 value it was just another way of trying to make it cheaper.
