Problem is there is usually not 100% convictable proof who did it. And even if there is the criminals background etc often means its "not in the public interest" or the likelyhood of any decent punnishment is low so they just dont bother doing anything about it.

And to be fair, most normal folk who get robbed wont be motivated to go after them in a vigilante style attack.
