I use 4x4 loom and TPS PF09. I checked it at ECU pins - it is the same situation. If it is adjusted to 200mV, ignitition ON and I see that it still 200-300mV(not more then 350mV) then engine start up OK. if more then 350mV(for example 500mV) the revs is 2000rpm. Unplug and plug ISCV and it voltage droped to 200mV and revs droped to 900-1000rpm. Today I have made a video when I unplug ISCV and TPS parameter droped from 5degrees to 1 degrees if you dont believe me ))
