Fuel pressure should be circa 3.5bar with no vacuum and the engine running, its worth revving it slightly from idle to see if the fuel pressure holds etc...

Theres something amiss if its not boosting till 4,500rpm, unless its got a T4 on it with mega low compression

I'd speak to MSD, the guys there know their stuff and they obviously wrote the chip for a specific spec. I'd give em a call!
