You can use the standard bottom end with decompression plate £100
get an escort rs turbo manifold and turbo £250
intercooler of some sort say £100
fiesta rs turbo management and loom £250
Efi inlet of some sort £75
Injectors say £75
And a few odds and sods
The standard 2.0 heads are good for 350bhp
It would only be cheap if aiming for good power as you will reqire new pistons and proper stand alone management. These are the 2 biggest costs when going zetec turbo as these 2 could cost 1200 plus. For 200bhp to be acheived will only require low boost levels and the standard pistons with decomp are more than up to this
You can do it in a day if your keen
With him saying new rod's i assumed pistons to boot so way too cheap considering the rest he listed, or you could go the pikey way. Buy cheap buy twice
