It could do, excessive thrust wear is normally caused by too much boost, a leaking/partially open wastegate would cause the turbo to overspeed, this can damage the impellers but will also put excessive wear on things.
If the turbo has been rebuilt by a proper company then they often set the actuator when the unit is reassembled.
If your not happy then send it to Turbosystems, Tony will get it sorted for you at a fair price.
