easiest test is unplug the feed to the wastegate, but keep a very close eye on the boost level as it could go very high.
at first it sounded like a weak wastegate spring, but reading on it sounds like there is a reason why it won't make any more boost and not wastegate orientated.
boost leaks could be the cause though or cream crackered turbo.
