Default Removing old filler

Just bought an xr3i. previous owner had used filler to fill a few dings and dents, but didnt go any further. no flatting down, priming, respray etc.

I have know way of knowing how long ago this was done, so is it best to remove, in case the filler has absorbed moisture having been exposed to the elements?

i was hoping that there would be a way to remove the filler without damaging the paint underneath - just in case the dents could be pulled out.

I'm guessing thats out of the question, unless hes used polyfilla!

so will i have to attack it with a a wire brush (circular brush on the end of a drill)?

or can it just be flattened from its current state, then go for a respray?
