yes all insurers, salvage companys etc have agreed to comply with it, but it is not applicable to private individuals.

Nowhere in the code does it say that vehicle owners cannot retain salvage.
The ABI code itself even obliges the insurer to return the V5 to the owner after advising them of VIC check on re-issue of new V5:
Sorry warren totally wrong there, once the car is cat b it must be treated as waste, coming under the enviroment agency which has very strict laws in place. Cat b's arent classed as salvage either. There is nothing in the EA regs that say it is ok for private to break them and every CAT b car needs a COD which can only be issued by ATF
