Sounds to me like the rack as I had the same on my 2000 focus.
Its not a bad job to be honest and not tooo expensive depending on where you go. Personally I did it myself with a rack from the breakers so only cost me £65 }+ some fluid.

If your fluid looks shitty then you could get it replaced and see if that helps. It extended the life of my rack by 2 years!!
