Yes as you have absolute pressure, with the throttle closed you have vacuum (hence the -reading) only under load will you achieve positive pressure, aka boost.

As said you can't simply just adjust the boost, unless you plan on destroying your engine, you need to run the set amount of boost it's setup for.
