i personally would charge as much if not more for an underside respray than for the outer body at my body shop as it is that time consuming to do, but as mentioned above is doable diy for a lot less money but again is still incredibly time consuming
and i guarantee you will find some rot at least, especially as you mention peeling underseal as there is only one thing that causes that,,, ROT!
