the annoying thing is, i bet if you could get a spanner on it it would just probably snap lol.

You could try some penetrating fluid, stick a ring spanner on one end and and use a hammer and chisel/screwdriver to tap the bolt round.
Or try and break the head off with a screwdriver and hammer.
