hi my brother has had a letter through the post it says section 172 traffic act 1988 the details are the speed of the vehicle was 37mph in a 40mph limit the time into red was 1 second the amber light having previously been on for 2.9 seconds
the offence says : failing to conform with the indication given by red signal

what shall he do ?
