Yes because when you let off the will be a certain amount of unburnt fuel make it's way out the exhaust and if it's hot enough it will ignite, the more boost you run the more fuel is needed so the more there is available to chuck out the back! I was peaking at 32psi and got the occasional pop but because I'm EFI and mapped correctly it didnt happen very often.
I dont see why hitting the limiter will alter your fuelling (it shouldnt do anyway) unless there is something wrong.
