People just too scared and don't know how to read signs. Makes you wonder what else they don't know about driving. Additionally, if you're smart, you can use bus lanes even when you're not supposed to as round about where I live, I know which bus lanes have cameras and which don't. There's a MASSIVE stretch on the A10 that it 7am-7pm and has ONE camera right at the end of it that covers about 100 yards or so as people funnel in as the bus lane ends to go into the roundabout trying to catch people that jump in a bit too early. But if there's no bus behind you, you can use it and will not get caught. I happened to use a bus lane in error near where I work that was 4-7pm and never got caught because there's no camera covering it.
