so you've read an article that clearly states that they use a rolling road, but still say it's done without any resistance?

the figures gained on the road will not be accurate enough to quote for any useful purpose.

as the linked article above states, they have to be done in a climatic test cell with a rolling road (with a representative combined wind and road resistance) with very accurate fuel consumption measurement equipment from the likes of AVL. trust me, i've been there and done that.
