they get pumped, locked, extended too far when removed if they dont get all the oil squeezed out before refitting, very bad practice to fit without doing this IMO because this happens!

cams and or lifters out, belt off, ALL valves are 100% closed under spring pressure and if seated properly will have compression, if not head back off.
