I dont get what that will achieve. the purpose of a boost controller is to bleed off measured amounts of boost so that the actuator works at whatever boost you want.
a bleed valve does the same except its a mechanical valve.
running both in series is likely to make you EXCEED your set up boost. Think about it, you now have introduced 2 holes in the pipe leading to the actuator, so more air is bled off before the actuator "sees" enough boost to work.
