I would say it's your wifes fault, even if she was speeding, it's still your responsibilty to make sure the road is clear before you pull out onto it!

However I know you SHOULD obviously use your loaf and adjust the speed to the road conditions, but the fact is the majority don't, if it's like you describe the Pug shouldn't be doing anywhere near 30 MPH, as thats the MAXIUMUM speed permitted and you should allow for the road conditions, the sad fact is most seem to lack common sense!
