Running Boost with high compresion lends itself to high RPM's rather than low one's.

Depending on the chevy then you might be able to run maybe 5 or 6psi with water injection with some decent heads.

If you could get some pistons and rods from an earlier engine then you might be able to lower it to maybe 9:1 which would run your 10 psi I think.
