Yes like I say the ISCV is being told to operate in that manner, VSS (Vehicle Speed Sensor) can be checked by coasting in neutral AND releasing the clutch. The revs should raise to around 1,400 RPM.

Usually when there is a VSS problem you have a dicky speedo as well.
