As with pawn shops etc ( Watched Pawn Stars ), Scrap metal places should be required to hold all cars and metal etc for 30 days before they can do anything with it. And they should also get proper photo ID, and take photos of the person selling the stuff, make payments via cheque to account only holders, and take full details of the delivery vehicle.

Failure to do so and they should lose any permission to handle scrap metal or be in business.

But, that would be too sensible.
