You are wrong, they can be put back on the road LEGALLY, have you tried to do this??? The person at fault here is with the greedy salvage dealer who let it escape the system but once its been sold to an individual then theres nothing they can do to stop you putting it on the road. You wouldn't get away with anything dodgy on a cat B as most times the police vehicle squad examine the vehicle as well as the DVLA.
Having said all of that I will add that the car needs to still have its stamped in VIN and engine numbers for this to work.
