Easy answer, get section 19. Can't hypothesise as to what it says.

If it says itself you need 4 weeks for it to come into effect then that correlates with just after you've left under your notice if your timeline was resign then change of terms

Section 19 looks to be a catch all 'we can change stuff' provision that many companies use but it is always subject to the implied duty of trust and confidence between employer and employee. The same way they cannot only pay you what they fancy if they have financial trouble with immediate effect.
