No it isn't.

What you are looking at is the thermostat housing. Normally that location wouldn't have any sensors on a Focus.

On a Mondeo that location has a water temperature sensor only connected to the dash gauge. Another sensor in the top of the housing connects to the PCM for engine management. The Focus management uses one sensor (dry) in the cylinder head above #1 for both these functions.

Often when people add separate management they add sensors into thermostat housing as its easier than sharing one. So its likely to done for that reason by Mountune or Gordon Spooner, or a subsiquent owner.
