Sounds like the ECU is shutting it, IIRC this happens if it detects high ACT's, overboost, or on later S2's knock.
I would try another ECU and/or ACT sensor and see what happens.
Just want to say a huge thanks Karlos I like to think I am good with rs turbos after owning 12 over the years but this one got me. Changed the ecu and its fixed the fault also fitted a -31 actuator and set the boost to 12 psi tonight and all is great just going to book it into woodford as they are 10 mins from me to checked over fueling wise.
And another huge thanks to milesy for letting me buy his ecu.
