no, putting more braking force on the rear will make it lock up easier. epecially when the back end goes light. ideally you'd want compensators (if not using abs) that recognised the rear going light and reduces the rear braking. much a reverse of normal compensators that increase rear braking when the car is heavily laden or the exact same thing but with more scope for compensation.
