My bro purchsed a Renault Clio from a friend as a runabout and now wants to shift it on. He chased the DVLA to get his V5.

They told him the car was written off and needs a test doing before they will issue the V5. He's had no problems insuring it and neither did his mate that he got it from.

The DVLA were their usual helpful selfs and won't give him any information for him to try and sort out what's happened.

Can anybody help please
