My Mrs V5 beetle only does 250 to a tank scooting around town which is what I would compare my mpg to, so as hers is only 170 bhp, and mine slightly more!!, I think I am doing ok!
I've not done any runs in it yet as I would like to keep relatively local just for the first few weeks to make sure all is well, but I know I am getting double what a mate of mine is getting from his Windsor (efi ) engined Capri making the same sort of power.
It's not my daily, so maybe I drive it a little harder than you would as an everyday machine? I don't know!

Try engaging your EYES next time, the AVERAGE was just over 45mph, this included stopping at traffic lights being stuck behind tractors, roundabouts, stopping at the visitor centre, going through all the little villages, I spent about 20-25 mins just getting through Lincoln, most sat in traffic, etc etc, that's an average, I normally take around 3 3/4 hrs to do 186 miles along the roads mentioned, trust me this involved 130+ on the M180, as the ONLY stretch of m/way, this is by NO means poodling around, as anyone who has done that trip will tell you.
I don't know what roads you know where someone could sit at "sub 50 mph" for 400 miles, do you, with no junctions, roundabouts other traffic etc etc.
You're deluded if you think 200 is good, on my GGR chip I used to get around 280-300 to a tank, as opposite lock how I drive, it isn't sedately I didn't buy the car for that.
My dads xr4i(TVR V8 4L) can do 32mpg on a run but averages 26-28mpg, and that's on carbs, good old SU's!!
