Well, as the cam uses a woodruff key you can check if 180 out by looking at the crankshaft marking on the bottom pulley/block and the arrow on the cam pulley (think it points straight up for standard timing IIRC). Ign modules can fail without warning and are quite cheap to replace so may be a good starting point. 1342 anti clockwise firing order, make sure rotor arm points to number 1 when engine is at TDC to verify cam in right position. Do you have all the induction pipework on? Without it the flap in th emetering head will not be lifted therefore not allowing pressure/flow to the injectors. A compression test might be wise to validate everything is spot on as expected.
BTW, as an ex owner of 5 Mk3 3i's I think your project is the best one I have ever seen. It is an absolute credit to you and I admire the way you have stuck to keeping it original. Not that there's owt wrong with modding of course. Hats off to you mate - hope you enjoy it

yeah I wanted the car to be totally standard no mods has all the original ford leads n water pipework with ford logo etc...
regarding the timing, the rotor does point to 1 come to think of it as checked this yesterday so that would be correct on the cam wouldnt it ?... wonder if it is the flap in the metering head not lifting ? all t he vac pipes etc are on also... hmmmm ..
