when h/g goes it DOESN'T always have to cause the oil and water to mix
go and get it pressure tested @ a garage to make sure that it's NOT a leaking water pipe or rad etc! regarding the actuator it could be any type @ a guess! check to make sure none of the boost pipe are loose or split failing that it could be head gasket!
