I assume as you don't mention it the car has no abs ?
I would start by bleeding the master cylinder, to ensure no trapped air is there, then if ok clamp all four brake pipes at the wheels on the flexy pipes, see what the pedal is like, it should be very hard, release one clamp at a time, and try the pedal, it will go sloppy when the duff one is released.
If the car has rear drums ?, look at the e brake adjustment first, another trick is to apply the e brake and then see what the pedal is like, if then a lot better it is almost certainly e brake adjustment is out.
