its purpose is to keep the wheel centralised on the hub, if it wasn't on the wheels could be out of alignment and cause vibrations.
a lot of aftermarket wheels will fit lots of different cars with diffrent sized hub centers so the spigot rings are needed.
ford wheels have the same sized hub center on the wheel and hub so there not needed.they should be on the rear as well
