7 BAR is quite low for sure, it equates to 105psi ish, most engines go for around 10bar as a guide for good compression.
but if it is very low compression, then that would be the reason for low readings.
as long as they are all close to each other in readings (10% norm), then i wouldn't worry too much as long as it isn't breathing heavy or smoking.
