I can't see a service interval in my 1.8 manual, which specifies renewal of steering fluid. I'm not sure if it does, but if you're struggling for ideas, it may be worth asking.

Also an area to check might be power steering pump, if it's relative to engine revs.

Have you had the geometry set lately?
