Did you fill the fuel filter housing with diesel after fitting the filter? If you didn't it'll take an age (and fuck the fuel pump) if you keep trying to turn it over till it pulls fuel through.

The TDCi only has one pump, but with a low, and a high pressure side.

Delphi state that you shouldn't turn it over for more than five seconds at a time if it doesn't fire.
