I've replaced a couple of front panels and cross members on mk2's. The front panel should be spot welded along the lower edge of the panel under the cross memeber. If I remember correctly that narrow piece under the cross member is part of the cross member assembly (don't know if you can get a repair panel instead of a complete cross member?).
Need to replace my own front panel so my memory will be refrshed in the not too distant future!
