prob was that people were buying from salvage auctions etc then tasking them straight for a vic test, then taking them away,
so kinda made the need for a vic stupid as the car could pass the vic then be taken away and its id put on a stolen car
thats why it now has to drive and be roadworthy
i think it will eventualy need to be suitably repaired but thats to hard say what makes a suitable repair,
so for now just roadworthy is all thats being brought in
